It is sad to hear of the death of Joan Hanham.
For many years she was an exemplary leader of the Council. The Daily Telegraph has a very full obituary.
If she can be faulted for anything it was the promotion of Merrick Cockell .
Cockell caused great scandal with excessive expenses and general uselessness.
The Dame had to work hard with the media to highlight the man’s manifest deficiencies. The Dame did manage to halt his peerage.
Hanham, on the other hand, was a highly competent and well regarded leader.
